I believe that......
“I believe that......”和“I think that......”的意思和用法是完全相同的，意思是：我相信......;我认为......。
[例]：I believe that the clothes your wearing today are quite nice.

In my opinion
“in my opinion”表示：在我看来；我个人认为。这是一种非常正式的说法，适合在讨论一个重要或严肃的问题时使用。
［例］：In my opinion you should’ve studied harder.

from my point of view
“from my point of view”比较强调个人的意见，无论是对还是错，你的重点只在于表达个人的观点及看法。
［例］：From my point of view, he’s a playboy.

If you ask me
在口语中是指：我认为，依我看。常用在别人问你有什么看法时，你用“If you ask me”引出你要表达的观点，意思是：既然你都问我了，那我就告诉你我的看法是......
［例］：If you ask me it’s quite nice!

It seems to me that
“It seem to me that......”是在我看来的意思，这一般用在你处在一种不能确定自己的想法是否正确，坦言自己的看法时说的一句话。
[例]：It seem to me that you came into work a little bit late today.
